It splits into three distinct layers: the people who write the policy, the people who build the compute, and the people who build the models and products that anyone actually uses.
What follows is six names. Each has a position documented with a source and a date, and one published, checkable achievement. It is not a ranking. It is a distribution across those three layers.
Layer one: the people who set the rules
Omar Sultan Al Olama has been the UAE's Minister of State for Artificial Intelligence since 2017, the first ministerial post of its kind anywhere. In July 2020 his portfolio widened to include the Digital Economy and Remote Work Applications, and in 2023 he additionally became Director General of the Prime Minister's Office and of the Dubai Crown Prince's Office. Before the appointment he had worked on drafting the UAE's national AI strategy, the first published government strategy of its kind globally.
The significant thing is not the title but what it implied: a state deciding to treat AI as a sovereign portfolio deserving a minister, years before generative AI made the file urgent for everyone else.
Prof. Abdullah bin Sharaf Alghamdi has led the Saudi Data and Artificial Intelligence Authority (SDAIA) since its establishment in 2019, and has driven the National Strategy for Data and AI since. SDAIA is not a research lab. It is the body that regulates data and AI across the Kingdom, a role that is legislative and operational at once.
In 2026 Alghamdi led the Saudi delegation to the India AI Impact Summit, and in July of that year met UNESCO's Director-General as part of the Global Dialogue on AI Governance alongside the AI for Good Summit in Geneva, on the specific file of AI ethics. He appears on Forbes Middle East's list of top technology leaders for 2026.
Layer two: the people who build the infrastructure
Tareq Amin has been Chief Executive of HUMAIN since May 2025. HUMAIN is a full-stack AI company owned by the Public Investment Fund (PIF) and chaired by the Saudi Crown Prince, working across four connected layers: AI infrastructure, AI cloud, data and models, then applications and solutions.
At the 2026 PIF Private Sector Forum in Riyadh, Amin unveiled HUMAIN OS, an agentic operating system with an intent-driven interface rather than a command-driven one. He placed tenth on AI Magazine's Top 100 AI Leaders list for 2026. Amin is Jordanian-American, and came to AI from large-scale telecom infrastructure transformation.
The ambition he states publicly is worth pausing on: for Saudi Arabia to become the world's largest exporter of AI tokens. That is a definition of leadership measured in exported compute rather than in models shipped.
Layer three: the people who build the models
Dr. Najwa Aaraj has been Chief Executive of the Technology Innovation Institute (TII) in Abu Dhabi since 21 May 2024, succeeding Dr. Ray O. Johnson. Lebanese by origin, she holds a PhD with highest distinction in applied cryptography and embedded systems security from Princeton, and has close to two decades in applied research. She is also Chief Executive of QuantumGate, which works on post-quantum cryptography.
TII is the applied research arm of Abu Dhabi's Advanced Technology Research Council, and it is where the Falcon family of models comes from.
Dr. Hakim Hacid is Chief Researcher of TII's AI and Digital Research Centre (AIDRC), the centre directly behind Falcon. In January 2026 TII released Falcon-H1 Arabic, built on a hybrid Mamba-Transformer architecture, which topped the Open Arabic LLM Leaderboard. Its context window reaches 256K tokens, letting it work across large volumes of text in a single interaction.
This is where policy meets product: an open model, built in the region, specialised for Arabic, rather than an Arabic wrapper over a model designed around English.
And the counterpoint: someone who built a global product
Amjad Masad, born in Jordan, founded Replit with his wife Haya in 2016, years ahead of the large-language-model wave, and remains its chief executive. In March 2026 the company announced a $400 million round valuing it at $9 billion, according to Forbes.
Its newest product is the coding agent Agent 4, which lets a user build applications by describing and sketching them rather than writing code line by line, the practice now called vibe coding. Masad's stated view is that the future of software is agents all the way down.
Masad's case differs from the other five: his company is not in the region and its capital is not sovereign. It remains the clearest example of someone from the region building an AI product the world uses, rather than one aimed at the local market.
What these names have in common
The first observation is that regional leadership today sits more heavily in infrastructure and governance than in models. Four of the six work inside government or state-owned institutions, a direct reflection of compute capital in the region being largely sovereign capital.
The second is that the one serious Arabic model measurable on an open leaderboard came out of a state research institute, not a startup. Arab startups are currently stronger in the application layer than in the foundation-model layer.
The third, and the most useful for anyone following this file: the layer-three names, the people actually building the models, are the least visible publicly and the most consequential for what Arabic will look like inside these systems over the next few years.
